October 6, 2007

At 11:30 AM the squad gathered at headquarters for the dedication of the building to the Kennedy family. George Kennedy, Jr and his father were among the 21 individuals who started the corps. George Kennedy, Jr. has served the borough of Bogota for more than 60 years. The building is now named the "Kennedy Emergency Services Building". Please congratulate George Kennedy for his 60 years of service.

The squad celebrated its 60th anniversary with a dinner at Cafe Tivoli in Ridgefield. There was a good showing of members. Much thanks to the venture crew, Charlmarie Hanley and Kimberly Popadich for putting together a great slide show covering the past 60 years. The slideshow will be made available on this web site in the near future.

MESSAGE ALERT FROM NJSFAC

The EMS Study has been released. However, you need to know that someone in the DHSS "leaked" a confidential internal memo to the Star Ledger as well as a copy of the report yesterday or this morning. Dave Gruber has denied that it was a deliberate act on the part of the DHSS. As you may recall, this report was suppose to go to the members of the EMS Council and the legislators first.  Since we have not seen a copy of the memo and Dave Gruber has refused to share it with the members of the EMS Council, we can only go by what we've been told by the Star Ledger reporter who called Sue this morning.  Based on what the reporter said, it sounds like the memo includes at least several questionable statements and conclusions concerning the EMS system in NJ. It sounded much like the Chicken Little story of  "the sky is falling, the sky is falling". Any story done based on this memo will likely cause the public to be very concerned that the EMS system in NJ is going to collapse next week. We do not know if this was the intention of whoever released the document, we can only tell you what it sounds like to us. While we haven't had time to read the report. A quick review of it shows that many of the recommendations are the same things we've seen in reports over the last 20 years. You can access the full 170+ page report at the following web site www.state.nj.us/health .

September 4, 2007

Fundraising continues, the squad decided not to renew the contract with OCS. The company took almost 30% in fees. This was felt to be excessive.

October 6, 2007 the squad will hold a rededication ceremony for our headquarters at 11:30 am. The building will be renamed to the George Kennedy, Jr. Emergency Services Building in honor of George Kennedy who has served Bogota for over 60 years. Uniforms will be full dress.

Invitations are being mailed for the 60th anniversary dinner. Due to the short time, please RSVP by phone to Pat Kearns or Mike LaFerrera. The dinner is at Cafe Tivoli in Ridgefield on Saturday October 6 at 6:30 pm. Dress is casual.

The squad is making progress on the county IDs. Application forms must be filled out and returned to Chief Pat Kearns as soon as possible.

August 30, 2007

Congratulations to Stephanie Loesner for graduating from the summer EMT course in Paramus.  Stephanie passed the state EMT exam. The squad welcomes our newest EMT.

August 7, 2007

Two new by-laws were passed at the August business meeting.  The current set of squad approved by-laws can be found here: Current By-laws These by-laws pertain to rules governing the actions of Venture crew members and to establish the membership class of Driver-Only.

Until further notice, Venture crew members are not allowed to ride-along during calls or drills. The current insurance for the Venture Crew does not cover such activities. The squad is currently working with the borough attorney and the Girl Scouts / Boy Scouts to remedy this situation.

The Volunteer Trust Fund committee has met and has booked the dinner for November 30, 2007 at the Graycliffe in Moonachie (formerly George's). Invites will be going out in late October.

An update set of the Squad Procedures have been posted to the web.

Stephanie Miller who had been appointed Vice-President pro temp last month was elected as Vice-President for the remainder of 2007.

The ballot for the 60th anniversary dinner passed.

Anna Ferris won the monthly call contest with 21 calls.

July 10, 2007

The winner of the most calls for the month of June is Mike LaFerrera with 28. Actually Alex May had 40 calls but our rules prohibit the same person from winning two months in a row. Thanks to both for their dedication.

Until further notice, venture crew members are not permitted to ride on calls. This is because the squad has not received proof of insurance from the Boy/Girl Scouts of America for the Venture Crew.

The 60th Anniversary dinner for the Squad will be at Cafe Tivoli in Ridgefield, New Jersey on October 6, 2007. Invitations are expected to go out after the August Squad meeting.  A ballot will be mailed since the expected cost of the dinner will exceed the ballot amount in the by-laws

Stephanie Miller has been appointed Vice President Pro Temp until a special election can be held in August. This is to fill a void left when the current VP resigned in June.

The procedures were modified to lower the age at which driver training can begin. The age is now 18 years or older.  The revised procedure will be published on the web by the next meeting.

The third reading of the proposed by-law changes were read. This concerns the discipline of the Venture Crew and the creation of a new Driver-Only status.  Ballots will be accompanying the dinner ballot.

July 6, 2007

Congratulations to our new EMT's.  The following all passed their New Jersey State EMT test:

Jessica Brockschmidt
Anna Ferris
Scott Hanley
Noelle Matzinger
Connor Murphy

June 5, 2007

Alex May had the most calls for May.  The prize is to be determined at a later date.

The second reading of the by-laws were read. These by-laws concern discipline of the Venture Crew and changes to our member status to allow driver-only members.

May 1, 2007

Mike LaFerrera had the most calls for April with 21. The prize was a $25 Visa card.

The fund drive was successful. The squad thanks the residents of Bogota for their generosity. We are now able to purchase items for the squad that are not covered under the borough budget.

Eric Hodge has been retroactively appointed Mechanic. The appointment was as of January 1, 2007.

Two new by-laws were introduced (First Reading). The first by-law attempts to gain some control over the actions and behavior of the Venture Crew. This is not to say that these great kids have a problem, only that we have no recourse to protect them, ourselves or our patients should a problem arise. The second by-law establishes the status of a driver-only. These are to be former members (who left in good standing) who were active for a minimum of 5 years and who have been off the squad for a minimum of 1 year. The proposed by-law can be found here:

Proposal2.pdf

Procedure Q3.0, "Use of squad vehicles" was revised.  Drivers must now be over 21 years old at the start of training.  The new procedures are available here:

May Procedures. PDF

Painting will commence in the back room on Saturday and Sunday May 19 and 20. All members are requested to help. We want to spruce up the place before Memorial Day.

April 3, 2007

The by-law change was passed which brings the current terminology up to date. The back room renovation budge was also passed.

Work continues on the 60th anniversary party. It is currently scheduled to be in the fall. Probably in the October time frame.

Eric Hodge had the most calls for March at 40. His prize was a tee-shirt with the squad logo.

March 6, 2007

The third and final reading of proposed by-law changes took place. Here is a copy of the proposed by-laws. Proposed 2007-03.pdf  Ballots to approve or disapprove the by-law change will be in the mail shortly. If you have not received one prior to the meeting please contact Jim Berthold at jberthold@optonline.net.

Ballots to approve funding of new squad room furniture will also be in the mail (in the same packet as the by-law ballot).

Chief Kearns has proposed that we investigate holding a 60th anniversary dinner for squad members and their guests. The committee is: Pat Kearns, Kim Popadich and Nicole Carroll.

The winner of the most calls was Mike LaFerrera with 28 calls. A $25 gift card to the Outback Steak House was awarded.

The membership committee interviewed two new members at the meeting. Daniel and Dina. Both are current members of TVAC and are willing to help out flush out our crews. Welcome.

Reports back from the mayor and council regarding the Holy Name Hospital back up ambulances came in. Essentially the following is true:

February 6, 2007

Congratulations to our new members for passing CPR. Anna Ferris, Connor Murphy, Jessica Brockschmidt and Noele Matzinger all received passing grades.

New procedures were voted on.

The updated procedures can be found here:

Procedures.PDF

By-order of the Chief, all the squad Nextel phones have been placed out-of-service pending review of usage and the bill.

All crews should fill out a call-sheet (no call number) for each crew night. Please only put down the members who were present in quarters. This now counts towards your clothing allowance.

Between 10 am and 2 pm , the electrical service to the building will be shut off so PSE&G can replace our meters.

January 2, 2007

Committee assignments were made at the meeting. If a member would like to serve on a committee and you are not listed, contact the president at info@bogotafirstaid.org click here for a link to the current list:

Committee List

We are sad to announce that Regina Carr will be leaving the squad. We wish her well in her future endeavors.

The squad approved sweeping changes to the procedures to update the terminology for the current officers.

A by-law was introduced that also corrects changes to officer titles based on the new ordinance. Two additional changes were introduced:

  1. The restriction that part-time members receive no clothing allowance is recommended to be removed.
  2. The position of purchasing officer is to be removed.

The proposed changes the by-laws can be found here: Changes.pdf

The squad also approved sweeping changes to the procedures to correct terminology.  Click here to see the latest official procedures: Procedures.pdf

A message from the New Jersey State First Aid Council

To: NJSFAC Communications Broadcast List

Fr: NJSFAC Communications Group

Attached you will find a copy of the Council’s position paper on S2302 and A3749, the “MONOC bills”. After an in-depth review of these bills, the Legislative Committee had recommended unanimously that the Council oppose them.  This position paper is the result of the Committee’s position.  We have been in contact with the bills sponsors as well as other legislators, some who came to us after becoming the targets of an email “blitz” orchestrated by MONOC. They have been made aware of our concerns and we will continue to keep them apprised of our issues. If any of you saw this past Friday’s Star Ledger, then you know that additional ads have appeared. In our opinion, none of these ads accurately reflect either the BLS or the ALS situation as it currently exists in New Jersey. I also want to make it clear to you that at no time, currently or in the past, was this Council ever a member, founding or otherwise, of the “coalition” referred to in the advertising.

Please share this paper with those members of your squads and districts that may not yet be on our broadcast list.  We will continue to keep you updated as things change.  Should you have any questions, please contact either your district VPs or the Legislative Committee.

You can find the actual proposal here:

A message from the NJSFAC

To: NJSFAC Communications Broadcast List

Fr: NJSFAC Communications Group

The AHA National Center has alerted us of the following and would like to clarify the issue of shutting off AEDs as follows:

If an AED has not been reprogrammed, during the use of an AED in a patient situation, the AED should not be shut off.  The instruction we have always given is to follow the AED prompts.  Shutting off an AED will require timing to turn it back on, and it will need to cycle through all of the initial steps again, which will delay the next analysis and shock.  Do not shut the AED off during its use.

It will take time for AEDs to be updated to the new recommendations and all AEDs should continue to be used during this process.  An AED that delivers 3 shocks in a row is better than no AED.

The only reference to shutting a device off is to the Instructor shutting off the AED Trainer, if the AED trainer has not been reprogrammed or updated to the 2005 Guidelines one-shock scenario.  This is done to allow students to practice and learn the one-shock scenario, followed by immediate CPR.  The reason the lesson map states that the student should never turn off the AED trainer is to avoid them practicing turning off the AED in an actual rescue.

There is a document from the AHA that explains this policy. Click here to download it (requires Adobe Acrobat Reader). Layrescurer

Re: Training Survey

PLEASE DISTRIBUTE WIDELY

TRAINING SURVEY - ALL EMERGENCY RESPONDERS

The New Jersey CBRNE Center for Training and Research at UMDNJ (CBRNE Center), under the direction of and in cooperation with the New Jersey Office of Homeland Security and Preparedness, is conducting a comprehensive statewide training assessment and gap analysis related to the CBRNE (chemical, biological, radiological, nuclear, explosive) threat. This assessment/analysis seeks to better understand and evaluate areas of concern, as well as assist agencies responsible for developing, providing, and improving training for emergency responders at all levels, public and private. It is expected that the results of this project will help to guide the State in formulating a strategy for comprehensive emergency responder training on the CBRNE threat.

One piece of the comprehensive training assessment and gap analysis is a survey directed at all emergency responder disciplines. If you are a law enforcement, fire safety, HazMat, emergency medical, public health, and/or emergency management professional, or other worker who might respond to an emergency, we are asking for your completely anonymous and confidential participation in this study. The survey, which can be taken on-line, will take less than 10 minutes to complete.

You can access the survey at: http://cbrne.umdnj.edu or http://www.njlearn.com
The direct link to the survey is at http://zoomerang.com/survey.zgi?p=WEB225A88WCLW4
(If you do not have access to the Internet, please contact the CBRNE Center for a paper version)

The more emergency responders who participate in this study means more accurate conclusions and recommendations, allowing for a more prepared New Jersey as a whole.  Thank you for taking the time to assist us with this project. If you have any questions, please contact us at 973-972-6144 (phone) or cbrne@umdnj.edu (email).

The Ballots for the August Picnic were approved 10 yes 1 no.

The Holy Name Hospital backup ambulance contract has still not been approved but it is under lawyer investigation.

The captain requests that all call sheets be completely filled out prior the crew leaving the building. We have found partially filled out call sheets and some not filled out at all. Call sheets are legal documents. Please make them legible.

Under no circumstances are members to roll the ambulance without a fully staffed crew. Diver only with no attendants are not to be permitted under any condition

The squad picnic is scheduled for Sunday August 20, 12 noon to 5 PM. Please sign up.

Venture crew members are no longer permitted to be in the Trailer with out a squad member (Rescue or Ambulance) present. Venture Crew Members should wear the gray t-shirts rather than Bogota FAS shirts.

The plan was not met with much enthusiasm from the two squads. Additional meetings are to be held to see if any changes can be made. The estimated cost for the proposed renovations is approximately $120,000 . Question: Where is the other  $55,000 going to go?

An new link was added to the web page. This contains information for EMT's. This is similar to the Breaking News Network in that real-time news items are displayed from around the country.

The Bogota Mayor and Council have tentatively approved a new budget for 2004. This is, of course, dependent on the final budget approved by the State of New Jersey. The squad will see a 6 % rise in its operating and expense budget and a 32 % increase in the clothing allowance. Also, a incalculable increase in the capital budget was approved. Approximately $4500 has been earmarked for communication equipment. This is a definite improvement.

The federal government issued its final rule on HIPPA this week. For the most part this does not affect the Bogota First Aid squad.  Our volunteer ambulance service does not bill for its services and thus is a "Non-covered entity". A pretty good summary is available at this link:

The PWW law firm is a nationally recognized law firm specializing in EMS provider law. They should know pretty much all there is to know about this issue.

A message was received concerning a fellow EMT who lost most of his possessions to a fire:

"Walter Graulich, captain of the Cedar Grove squad and a dispatcher at Cencom
lost his apartment and most of his possessions in a fire this past week.

A special account has been set up through Commerce Bank for donations  to
assist Walter Graulich in his recent apartment fire loss.   This  will allow
anyone to make a direct donation via bank transfer in the  event they wish to
donate but are unable to stop in to CenCom or do  not wish to send cash or a
check through the mail.  The bank account is:

Commerce Bank
Account #785 732 8723
Account name "Walter Graulich Fire Fund"

and this transfer can be done from any bank, not just a Commerce Bank branch.
This also allows checks to be written directly to Walter's name, and deposited
without him knowing the amount of the donation from the check writer.

We are asking that any donations should be received in CenCom or this account
by September 30th.  The bank will be providing, at no charge, a large
oversized presentation check printed with the amount of the account balance.

Thanks to Kris Mattson for setting this up and handling all the donations."

Garfield, New Jersey is considering using Rural Metro as an ambulance service from Midnight through 1800 Hours to cover gaps in service. The unofficial report is that 28 calls went unanswered in 2002 in the city of Garfield. See the full story in the Bergen Record.

For the record, the Bogota First Aid Squad answered 240 mutual aid calls outside of Bogota for the Year 2002. Approximately 100 of these calls were in Ridgefield Park, NJ and 200 calls in Hackensack, New Jersey with the remaining calls elsewhere.  Many of these calls were answered because the surrounding towns already had ambulances in service and had none to spare.  Using a paid service such as Rural Metro will cost the patients more money. See costs for a more detailed analysis.
